The Paw Project exists to promote animal welfare and increase public awareness about the crippling effects of feline declawing, to rehabilitate big cats that have been declawed, and to end the practice of declaw surgery.

AB2427 - California Veterinary Medical Association (CVMA) is fighting for the right to declaw cats

The California Veterinary Medical Association (CVMA) lost its most recent legal bid to overturn the City of West Hollywood's ordinance banning animal declawing. On June 22, 2007, a California Appellate Court ruled that cities can prohibit cat declawing without violating State law. In a 2-1 ruling, the Court reinstated the ground-breaking anti-declaw ordinance in the City of West Hollywood, the only one of its kind in the nation. (The law was sponsored by The Paw Project and introduced by Councilmember John Duran.)

The CVMA is now sponsoring AB 2427, a new bill that proposes to effect potentially far-reaching changes in current State law:  AB2427 would preempt local government authority from exercising its traditional authority to regulate incidentally businesses, occupations or professions licensed by the State. The proposed amendment to California Business & Professions Code §460 will effectively revoke the West Hollywood ordinance.

The CMVA has given over $169,000 in last-minute campaign contributions to legislators voting in favor of AB2427.

Urgent Response needed! Despite a heroic effort by members of the Paw Project and other animal welfare organizations, AB 2427 passed through the Senate Business, Professions, and Economic Development Committee on Monday, June 23, 2008.

AB2427 next goes to the Senate Appropriations Committee, then the Senate Floor, then Governor Schwarzenegger's desk.

The Paw Project initiated efforts which led to the ban on declawing in West Hollywood, CA in 2003. It was the first law of its kind in North America. The ordinance was challenged by a 2005 lawsuit from the California Veterinary Medical Association, but the declaw prohibition was upheld in a California Appellate Court decision announced on June 22, 2007. The Paw Project is grateful to Orly Degani, founder of Los Angeles Lawyers for Animals, who co-authored the ordinance and provided pro bono representation for the City of West Hollywood - and the animals - in this successful legal battle.

The Paw Project was also the sponsor of AB 1857, introduced by former Assemblyman Paul Koretz (D-42nd District). In January 2005, the California Anti-Declaw Act, signed into law by California Governor Arnold Schwarzenegger, became the first state law in the US banning the declawing of wild and exotic cats.

Scientific research published by Paw Project veterinarians provided the data behind the 2006 USDA ruling forbidding declawing of animals by USDA-licensed owners of exotic and wild animals. The USDA ban is enforced by the federal Animal Welfare Act

Declawing is a surgical procedure, also called onychectomy, in which the animal's toes are amputated at the last joint. Since April 2000 veterinarians working with The Paw Project have performed reparative surgery on lions, tigers, cougars, leopards, and jaguars that had been victims of declaw surgery. There are more than 100 big cat sanctuaries in 41 states caring for over 1000 declawed cats that live each day in constant pain. The Paw Project's goal is to help every one of these cats by providing support to animal sanctuaries and veterinarians.

S.M. MOHD IDRIS, President of Sahabat Alam Malaysia, an environmental advocacy organization, speaks out against declawing in a sharply worded article, "CRUELTY TO ANIMALS: Enough of this mutilation."

The animal advocate remarks, "Declawing big cats is illegal in many countries. For example, it has been prohibited in the United States since 2006.

"The American Veterinary Medical Association adopted a position opposing the declawing of wild cats in 2004 based on the fact that these cats commonly experienced adverse effects from the surgery resulting in chronic health problems. Some may suffer trauma and complications during surgery, eventually being left crippled."
